State ACA Mandates
Specific to California: SB 78 Health Insurance approved by the Governor 6/27/2019. This bill would create the Minimum Essential Coverage Individual Mandate to require an individual who is a California resident to ensure that the individual,  and any spouse or dependent of the individual, is enrolled in and maintains minimum essential coverage for each month beginning on and after January 1, 2020, except as specified.
PPI will have all the necessary programming in place for compliance.

Harassment Training Requirement Extended to January 1, 2021
Existing law, by January 1, 2020, requires an employer with 5 or more employees to provide at least 2 hours of classroom or other effective interactive training and education regarding sexual harassment to all supervisory employees and at least 1 hour of classroom or other effective interactive training and education regarding sexual harassment to all nonsupervisory employees in California within 6 months of their assumption of a position. Existing law also specifies that an employer who has provided this training to an employee after January 1, 2019, is not required to provide sexual harassment training and education by the January 1, 2020, deadline.
This bill would instead require an employer with 5 or more employees to provide the above-described training and education by January 1, 2021, and thereafter once every 2 years. The bill would require new nonsupervisory employees to be provided the training within 6 months of hire and new supervisory employees to be provided the training within 6 months of the assumption of a supervisory position. The bill would also specify that an employer who has provided this training and education in 2019 is not required to provide it again until 2 years thereafter. The bill would make other related changes to those provisions requiring sexual harassment training.
SB 778 extends the training deadline for training supervisory and nonsupervisory employees from January 1, 2020, to January 1, 2021.

CalSavers is California’s new retirement savings program for workers in the private sector who do not currently have a way to save at work. It’s simple and completely voluntary for employees.
- Funded by employee savings (no employer fees or contributions)
- Employee participation is completely voluntary, and they can opt in or out at any time
- Administered by a private-sector financial services firm and overseen by a public board chaired by the State Treasurer

Employer Eligibility: California employers are required by state law to facilitate CalSavers if they don’t offer an employer-sponsored retirement plan and have five or more employees. All eligible employers can register at any time prior to their registration deadline.
More than 100 employees           June 30, 2020
More than 50 employees              June 30, 2021
5 or more employees                   June 30, 2022
